Summary: Approval to implement Community Eligibility Provision (CEP) at 30 qualifying schools for the 2020-21 school year. This federal meal provision will provide breakfast and lunch free of charge to all students enrolled at a CEP qualifying school.

Lodi USD implemented Community Eligibility Provision (CEP) in 2018 at the following fourteen (14)
school sites with an ISP ≥ 62.5 percent.
Clairmont Elementary, Creekside Elementary, Delta Sierra Middle, Henderson Community Day, Heritage Elementary, Lawrence Elementary, Live Oak Elementary, Needham (Clyde W.), Oakwood Elementary, Parklane Elementary, Sutherland Elementary, Turner Academy
@ Tokay Colony, Wagner Holt Elementary, Westwood Elementary.

Identified students (ISP) for each site are determined by the number of students living in households participating in CalFresh, CalWorks, Food Distribution Program on Indian Reservations (FDPIR), or who are directly certified through data-matching at the state or local level. It also includes students who are homeless or migrant, in foster care, or enrolled in Head Start.

Schools can qualify individually or as a group but must have a minimum identified student percentage (ISP) of 40 percent, based on enrollment, to participate in CEP. Schools with an ISP of 62.5 percent or higher are reimbursed for meals at the federal free rate, the remainder of meals are reimbursed at a lower paid rate.

Through grouping, Nutrition Services has been able to qualify the following (30) school sites using the required data for CEP for the 2020-21 school year. In accordance with the regulation, these sites will offer all students in attendance free breakfast & lunch.
Adams (Ansel) Elementary, Beckman Elementary, Borchardt (Lois E.) Elementary, Clairmont Elementary, Creekside Elementary, Davis Elementary, Delta Sierra Middle, Henderson Community Day School, Heritage Elementary, Houston Middle, Lawrence Elementary, Liberty High, Live Oak Elementary, Lodi Middle, McNair (Ronald E.) High, Morada Middle, Needham (Clyde W.), Nichols (Leroy) Elementary, Oakwood Elementary, Parklane Elementary, Plaza Robles High, Serna Jr. (Joe) Charter School, Sutherland Elementary, Turner Academy @ Tokay Colony, Valley Robotics Academy, Victor Elementary, Wagner Holt Elementary, Washington (George) Elementary, Westwood Elementary, Woodbridge Elementary.

Free and reduced priced meal applications are no longer collected for students at participating CEP sites. Schools not participating in the CEP program will continue to collect meal applications.
Funding: There is no cost to the district to participate in the program.

Alternate income forms or parent online data confirmation may be used to collect household income information in order to allocate educational funding, including LCFF, Title 1 and At-risk programs. The

cost of forms or form processing may not be paid from the non-profit school food service account and may not be associated with school meals.

Meals will be reimbursed from the USDA for this program at ≥ 95% free rate, 5% paid rate for all students participating. Reimbursement at non-CEP schools would be the same as prior years, based on individual eligibility determined through Free/Reduced applications.

Benefits would be that all students enrolled have access to two meals at no charge. Better nutrition has a direct correlation to student achievement and attendance. CEP sites also would no longer have negative student meal debt, reducing the end of year draw down to the general fund.
Recommendation: Staff recommends implementing Community Eligibility Provision, (CEP) at the above thirty sites for the 2020-2021 school year.

Staff Recommends notifying CDE before the state deadline/start of school year of Lodi USD's intent to implement CEP meal provision at the identified sites.
